2. The STATE OFFICE BUILDING,
Mitchell St. opposite the capitol, is a six-story edifice of marble,
granite, and cream brick, designed by Augustus E. Constantine. In
striking contrast to the white marble facade are six bronze relief
figures, historical and symbolic, embossed on black marble spandrels.
These figures are the work of Julian Harris, a well-known Atlanta
sculptor.
Housed here are the State departments of education, labor, health,
and public welfare. The capitol had become so overcrowded in recent
years because of expansion in governmental services that some of the
departments had been forced to take over old dwellings on the square
for working space. With the aid of a Federal grant of $365,000, the new
building was completed in 1939 at a total cost of $815,000.
